谈润滑剂与腐蚀剂问题,先要分清商业交往中回扣与折扣的区别。折扣,是卖方将大批交易所得的收益拿出一部分来与买方共享,是一种公开的,台面上的行为,是企业销售中的润滑剂。而回扣,则是一种对具体经办人员的不公开的收买或贿赂,是一种损公肥私的行为。在回扣的引诱下,商品本身的质量因素等反而显得不重要了,往往是以回扣额的多少来决定着买卖行为的是否发生。
