构建与社会主义市场经济和谐共振,职能完备,调控有力的文教行政财务管理体制,是文教行政财务改革的基本目标。完成这一目标应从压缩过大过宽的文教行政财务供给范围,优化经费分配方式,加强文教行政财务管理的制度化、法制化、规范化建设入手。具体思路是:一、压缩财政供给范围,纠正财政“越位”。
