党管干部是我党一项重要的组织原则,基层党支部是管理监督干部的“前沿阵地”。最近,我们采取提问、座谈等形式,就党管干部问题对本团10个基层党支部进行了调查了解,发现了一些问题,归纳起来,大致有以下四个。一是对党支部管理干部的认识还不高,依赖思想较重。据统计,有35%的干部不能充分认识支部管干部问题;有9.7%的干部根本就不知道支部还有管干部的功能;有20%以上的干部认为管理干部是上级党委、机关的事,支部没有权力,也没有责任。
Party management cadres are an important organizational principle of our party, and the grassroots party branches are the “frontier position” for the management and supervision cadres. Recently, we took the form of questions, discussions and other forms. We conducted surveys on the issue of the party members and cadres on the 10 grassroots Party branches in our delegation and found some problems. To sum up, there are roughly the following four. First, the understanding of the management of party branches is not high, rely on the idea of heavier. According to statistics, 35% of cadres can not fully understand the issue of branch cadres; 9.7% of cadres do not know the functions of branch cadres at all; more than 20% of cadres think that management cadres are higher party committees and organs, Branches have no power nor responsibility.
