当前,部队紧紧围绕“统筹财力物力、聚焦保障打赢”的思路,推动资产管理创新发展,有效提升了资产使用效益。但是,经费物资供需矛盾将在一段时间内长期存在,这就要求部队在管好经费的同时,必须挖掘资产潜能,加大管理力度,走出一条投入少、效益好,符合部队资产管理的路子。首先,要完善管理机制和规章制度,着力在规范管理秩序上使长劲。各单位要成立由军政主官负总责、分管后勤领导具体负责的领导小组,在财务部门设立资产管理机构,从组织领导上加大工作力
At present, the military has been focusing on the idea of “co-ordinating financial and material resources and focusing on guarantee winning” so as to promote the innovation and development of asset management and effectively enhance the efficiency of the use of assets. However, the conflict between supply and demand of funds and materials will persist for a long period of time. This requires that while uniting funds, the military forces must tap the potentialities of assets and intensify management efforts so as to get out of a path of less investment, better efficiency and compliance with troop asset management. First of all, we must improve the management mechanism and rules and regulations, strive to make the management order in the long term. All units shall set up a leading group under the overall responsibility of the military and administrative officials and shall be in charge of the leading groups that are specifically and in charge of logistic leadership and shall set up asset management agencies in the financial departments to increase the work force
