中俄两国都是多民族国家,在民族政策上都承认少数民族享有自治权。然而,两国对民族自治权的界定是不同的,政治体制、各国民族发展的历史因素等方面的不同,两国的民族问题的治理效果也不同。通过对比研究两国民族治理模式,分析出俄罗斯民族治理模式存在的问题,总结出经验教训,为探索我国民族治理模式完善的路径提供参考,以免走弯路。
Both China and Russia are multinational nations and both recognize the autonomy of ethnic minorities in their ethnic policies. However, the definition of national autonomy is different between the two countries, the political system and the historical factors of the national development of different countries. The two countries have different governance effects on ethnic issues. By comparing the models of ethnic governance in the two countries and analyzing the problems existing in the model of national governance in Russia, this paper summarizes the experiences and lessons and provides references for exploring the perfect path of our ethnic governance in order to avoid detours.
