我国房地产市场迄今缺乏明晰的市场体制框架,简单的所谓产权清晰的思路即房地产市场的“科斯定理”现象,反复造成并扩大了可以规避的市场和政府干预失效。因此,应依据我国房地产市场本质特征,建立以市场机制作用为基础与政府适时、适度、有效的干预和调控相结合的中国房地产市场体制。构建这样一种房地产市场体制和机制,现阶段需要进行如下四方面的改革与完善:(1)实施土地所有权与土地出让经营权的分离;(2)进一步完善对出让土地的后所有权管理;(3)切实转变政府经济职能,完善政府调控;(4)改革、完善以财政、金融为主的市场配套机制。
So far, China’s real estate market lacks a clear framework of the market system. A simple so-called clear idea of property rights, namely, the “Coase Theorem” in the real estate market, has repeatedly caused and expanded ineffective markets and the failure of government intervention. Therefore, China’s real estate market system should be established based on the essential features of China’s real estate market and integrated with the government’s timely, appropriate and effective intervention and regulation based on the market mechanism. To construct such a real estate market system and mechanism, the following four aspects of reform and improvement are needed at the present stage: (1) the separation of the land ownership and the land management right; (2) further improvement of the management of the ownership of the land after the transfer; 3) Effectively transform the government’s economic functions and improve government regulation and control; (4) Reform and improve the market-supporting mechanism based on finance and finance.
