长期以来,美国在转基因食品上坚持自由标识政策,这有利于美国生物科技的推广,但是自去年以来,美国陆续有三个州通过了转基因食品强制标识法案,这是对美国旧有政策的重大突破,并可能刺激更多州出台相关法律。这涉及到了违宪与否等的一系列争论。综合来看,美国转基因食品政策的一个分水岭时代即将到来,它有助于国际转基因标识规则的趋同,以及WTO相关规则修改,但也可能带来风险转移、粮价震荡等负面效应。我国需未雨绸缪地作好应对,及时调适目前转基因标识政策中的模糊化倾向。

Taken together, a watershed era in the US policy on genetically modified foods is coming. It helps convergence of international GM labeling rules as well as the modification of relevant WTO rules, but it may also bring negative effects such as risk transfer and food price concussion. China needs to take precautions to make timely adjustments to the fuzzification tendencies in the current GM labeling policy.
