目的了解浙江省湖州市2009-2010年各级医疗机构法定传染病报告质量与漏报情况,为进一步提高传染病报告管理质量提供依据。方法按照《全国法定传染病漏报调查方案》和《全国传染病网络直报督导检查方案》,对抽查的医疗机构进行传染病报告质量与漏报调查分析。结果 2009-2010年,湖州市法定传染病漏报率为0.33%,其中乙、丙类传染病漏报率分别为0.13%和0.55%。发生漏报的病种为风疹、流行性腮腺炎、淋病和其他感染性腹泻病,漏报率依次为3.33%、1.20%、0.71%和0.33%。县(区)级及以上医疗机构均无漏报,社会医疗机构的漏报率为15.38%,乡镇级为4.48%。全市法定传染病报告及时率100%,报卡填写完整率为98.24%、准确率为97.79%,报告一致率96.58%。其中社会医疗机构报卡填写完整率、准确率均为100%,市级为99.79%和99.37%,乡镇级为92.78%和91.75%。报告一致率市级98.52%、县(区)级96.62%、乡镇级88.66%、社会医疗机构81.82%。结论湖州市各级各类医疗机构漏报率较低,但仍存在漏报现象,报告质量也有待进一步提高。应规范开展传染病报告管理工作,采取加强管理、督导和培训等措施,进一步提高报告质量,避免漏报。
Objective To understand the reported quality and omission of notifiable infectious diseases of medical institutions at all levels from 2009 to 2010 in Huzhou City, Zhejiang Province, and to provide basis for further improving the quality of infectious disease report management. Methods According to the “Survey Report of Nationally Notifiable Infectious Diseases” and “The National Infectious Diseases Network Direct Report Supervision and Inspection Scheme”, a survey and analysis was conducted on the quality and omission of infectious diseases reported by spot-check medical institutions. Results From 2009 to 2010, the omission rate of notifiable infectious diseases in Huzhou City was 0.33%, of which, the false negative rates of infectious diseases of Category B and C were 0.13% and 0.55% respectively. The underreported diseases were rubella, mumps, gonorrhea and other infectious diarrheal diseases, with the false negative rates of 3.33%, 1.20%, 0.71% and 0.33%, respectively. No omission was reported at the county (district) level and above medical institutions. The omission rate of social medical institutions was 15.38% and that of township level was 4.48%. The reporting rate of legal notifiable diseases in the city was 100% in a timely manner. The complete rate of filling in newspapers was 98.24%, the accuracy rate was 97.79%, and the report consistency rate was 96.58%. Among them, the social medical institutions reported a card complete rate, the accuracy rate of 100%, the municipal level was 99.79% and 99.37%, the township level was 92.78% and 91.75%. The report consistency rate of 98.52% municipal, county (district) level 96.62%, township level 88.66%, social and medical institutions 81.82%. Conclusions The omission rate of various medical institutions at all levels in Huzhou City is relatively low, but the omission phenomenon still exists and the quality of the report needs to be further improved. Measures should be taken to regulate the management of infectious disease reports and measures such as strengthening management, supervision and training should be taken to further improve the quality of the reports and avoid omissions.
