一、产权界定的依据、指导思想和基本原则（一）关于产权界定的依据和指导思想《城镇集体所有制企业、单位清产核资产权界定暂行办法》（国经贸企[1996]895号，以下简称《暂行办法》）是本次城镇集体所有制企业、单位（以下简称集体企业）清产核资产仅界定工作的基本政策文件。

Basis, guiding ideology and basic principles for the definition of property rights (1) Basis and guiding ideology for the definition of property rights Interim Measures for the Determination of the Right to Clean up Production of Nuclear Assets in Urban Collective-owned Enterprises and Units (National Economic and Trade Enterprise [1996] No. 895, hereinafter referred to as “Provisional Measures” is the basic policy document for defining the work of nuclear collective assets of collectively-owned enterprises and units (hereinafter collectively referred to as collective enterprises).
