郑彦松在《中国社会发展战略)2005年第2期撰文指出:我国已经建立了人大、司法、行政、纪检等权力监督体系。在保证权为民所用、情为民所系以及打击权力腐败方面发挥了重要作用。但在我国的政治生活中,往往重视对权力的监督。而疏于对权力的制约。其实权力制约和权力监督并不是一回事,它们既有区别又有联系。制约和监督都是对权力正常运行的肯定和保护,都是对权力偏离正确轨道的防范和矫正,但两者的区别还是明显的。
In his article “Social Development Strategy of China” No.2, 2005, Zheng Yansong pointed out: China has established a power supervisory system such as people's congress, judiciary, administration and discipline inspection. It has played an important role in guaranteeing the rights of the people, protecting the people, and cracking down the corruption of power. However, in our country's political life, we often value the supervision of power. And neglect of the power constraints. In fact, power constraints and power monitoring are not the same thing, they are both different and linked. Both restriction and supervision are the affirmation and protection of the normal operation of power. They are all precautions and corrections to deviate from the correct track of power. However, the difference between the two is still obvious.
