2004年1月1日零时,北京市五环路停止车辆通行收费,将五环路高速公路的功能调整为兼有城市快速路的功能,以进一步均衡城市道路网,交通流量,缓解市区交通拥堵,加速城乡交通一体化的进程,加快边缘集团发展。五环路是由北京市首都公路发展有限责任公司按照国家“贷款修路,收费还贷”的模式修建的高速公路,2003年11月1日全线通车,全长98.58公里,项目总投资136.46亿元。
