现有的企业主管部门是计划经济的产物,在高度集中的计划体制下主要执行组织、计划、综合、考核等行政管理职能,在经济发展过程中曾发挥过重要作用。但随着现代企业制度的建立与推行,企业将逐渐发展成自主经营、自负盈亏、自我发展、自我约束的法人实体和市场竞争的主体。这样,原有的企业主管部门的行政管理职能已不再适应经济发展的需要了,那么,企业主管部门究竟何去何从呢?笔者认为,对其进行职能改造是适应新体制的必然要求,即将其一部分行政管理职能逐步改造为中介职能。
The existing competent department of enterprises is the product of the planned economy. Under the highly centralized planning system, it mainly performs the administrative functions of organization, planning, integration, and assessment, and has played an important role in the economic development. However, with the establishment and implementation of a modern enterprise system, the company will gradually develop itself into a legal entity with independent management, self-financing, self-development, self-discipline, and self-restraint, and the main body of market competition. In this way, the original administrative functions of the competent departments of enterprises are no longer adapted to the needs of economic development. So where does the competent department of the enterprise go from here? The author believes that carrying out functional transformation is an inevitable requirement for adapting to the new system. The administrative management function has been gradually transformed into an intermediary function.
