据国家统计部门数字,1949年我国耕地面积为14.68亿亩,人口5.42亿,人均耕地2.7亩。三十多年来,每年占用耕地面积约1250万亩,累计占用4.7亿亩,同期开荒4.9亿亩,二者相抵,耕地面积略超过建国初期。但人口却增长一倍,人均占有耕地下降一半。预测到2000年耕地还将减少1.5亿亩,人均耕地只有一亩多一点。人越来越多,而耕地越来越少已成定局。人均耕地少和耕地的人口负载过重,将成为我国国民经济发展中的一个重要制约因素。人口在增长,耕地在减少,为缓解日益增长的人口对土地的压力,迅速把我国粮食生产搞
