《国家中长期教育改革与发展规划纲要(2010—2020年)》中“大力发展非学历继续教育,稳步发展学历继续教育,广泛开展城乡社区教育”的继续教育功能定位,为地区独立设置成人高校的发展带来了机遇和挑战。本文分析总结在国家大力推进继续教育发展的背景条件下,独立设置成人高校如何抓住机遇,应对挑战,以市场需求为导向,在成人高等学历继续教育生源危机的新形势下,不断完善招生工作运作机制、辅助机制、保障机制,保持学历继续教育招生规模的基本稳定。
