2014年9月6日,在2014年中国汽车产业发展(泰达)国际论坛上,全国政协副主席、科技部部长万钢透露,科技部近期已经启动了“十三五”电动汽车科技规划“的制定工作,目标就是为5年后新能源汽车产业发展的全要素竞争打下基础。值得注意的是,业内争议许久的常规混动技术并未写入新规划中。当天下午,国家863计划节能与新能源汽车重大项目总体专家组组长欧阳明高称,常规混合动力应该是企业行为,到目前还不是国家行为,国家行为应该更侧重插电式混动,这更符合纯电驱动的技术转型战略。
