自军委提出军队建设指导思想实行战略性转变起,我军建设进入了一个新的历史发展时期。努力提高军事经济效益,提高军队后勤综合保障能力,适应军队建设的发展需要,是新时期我军后勤建设的基本任务和总目标。切实加强军队后勤管理,全面提高后勤管理水平,是实现这一总目标的重要保证。但从目前军队后勤管理的整体状况看,管理思想、管理体制、管理人才、管理环境等,与新时期军队建设对后勤管理的要求还很不适应。本文试对新时期我军后勤管理需要把握的几个问题,诸如管理思想、管理体制、管理人才和管理环境等作一粗略的分析。
Since the CPPCC put forward the strategic transformation of the guiding ideology of army building, our military has entered a new historical period of development. Efforts to improve military economic efficiency, improve the overall logistics support capabilities and meet the developmental needs of army building are the basic tasks and general objectives for our army’s logistics construction in the new era. To effectively strengthen the logistics management of the armed forces and comprehensively improve the logistical management level is an important guarantee for achieving this overall objective. However, judging from the overall situation of the logistics management in the armed forces at present, management thinking, management system, management personnel, and management environment are not suited to the requirements of logistics management in army building in the new era. This article tries to make a rough analysis of some issues that need to be grasped in the logistics management of our armed forces in the new era, such as management thinking, management system, management personnel and management environment.
