To clarify this issue is related to the prevention, diagnosis and treatment of pneumoconiosis and a series of measures for the management of welfare benefits. Therefore, it has drawn universal attention from scholars all over the world. In 1978, Japanese scholar Sano Cheno proposed at the Fifth International Pneumoconiosis Conference that there were no innocuous Inert dust and Benign Pneumoconiosis. This argument has great influence abroad and has aroused strong repercussions and controversy in Japan. The debate is still focused on the presence or absence of inert dust? Benign Pneumoconiosis exists? On this issue, from the perspective of the history of the development of Pneumoconiosis, combined with experimental data, to talk about the author’s views on the pneumoconiosis issue.
