长春市双阳区石溪乡依托得天独厚的矿产资源优势,以建材业为主的非公有制企业迅速发展,非公有制企业的兴起却给党建工作带来一定的困难。2002年,在全乡49户非公有制企业中只有2户企业成立了独立党支部,另有8户企业组成了联合党支部,在500多名从业人员中只有35名党员。从2003年开始,石溪乡党委经过深入细致的调研,切合实际的分析,一个新的方案很快出台,这就是向全乡非公有制企业派驻党建工作的“三员”,即督导员、指导员和联络员。
