基于非公企业及其人才队伍的重要性,本文首先分析了宁夏非公企业在组织形式、从业人员结构、员工福利待遇等方面存在的体制和政策障碍,提出了加强非公经济组织人才队伍建设的“四优先”理念,坚持在政策上对非公经济组织的人才一视同仁,在政府奖励、职称评定等政策上统一安排,在面向社会的资助、基金、培训项目、人才信息库等公共资源运用上平等开放,在改善创业环境和工作生活条件上积极提供支撑服务,为“体制外”优秀人才队伍的建设和发展开辟新的通道和平台。
