密云县北部山区生态环境脆弱，泥石流频发，灾害严重。为保护北部山区人民生命财产的安全，净化密云水库的水源地，提出了防治泥石流灾害的基本对策是恢复和建立良性生态环境，抑制泥石流的发生和发展。目前应选择重点保护目标进行综合防治，为全面防治北部山区泥石流灾害取得经验，起到试点示范作用，同时又避免泥石流发生，减少灾害。番字牌西沟的泥石流在属性和灾害上都具有典型性，具备开展泥石流综合防治示范工作条件。
Mountainous areas in northern Miyun County have fragile ecological environment and frequent mudslides and disasters. In order to protect the safety of life and property of people in northern mountainous areas and purify the water source areas of Miyun Reservoir, the basic countermeasures for preventing and controlling debris flow disaster are to restore and establish a benign ecological environment and restrain the occurrence and development of debris flow. At present, we should select the key protection targets for comprehensive prevention and control and play a pilot and demonstration role in comprehensively preventing and controlling the debris flow disaster in northern mountainous areas. At the same time, we should avoid the occurrence of debris flow and reduce disasters. Debris Xigou debris flow in the properties and disasters are typical, with the implementation of comprehensive prevention and control of debris flow demonstration working conditions.
