收文登记簿是机关文书工作的必要工具。长期以来,虽然没有统一格式,但其具体项目一般均有收文日期、收文编号、来文机关、来文字号、标题、份数、密级等。这样的收文登记簿只能起到登记备查的作用,在基层单位的文书工作中显得十分“低效”。当前在一般的基层中,特别是在乡镇机关、中小型企业单位里,通常只有一名文书人员,他们往往负有收文登记、文件催办、文档管理等三项职责。在工作实践中,“三责一体化”的文书人员使用这种“单一化”的收文登记簿往往会暴露出许多弊端和不足:(1)为开展催办工作,就要建立《催办登记簿》,而该簿的栏目也包含《收文登记簿》的常用项目,等于又将文件重抄了一遍,成为重复劳动;(2)由于
