社会组织是国家治理体系和治理能力现代化的有机组成部分,是社会治理的重要主体和依托。当前,我国社会组织发展增量较快,但总量仍然偏少且发展比较粗放,整体水平和社会认同度也不高。为培育和促进社会组织健康有序发展、有效参与社会治理,应当采取切实可行的措施,加强党对社会组织的领导;创新和探索社会组织参与社会治理的领域、手段、方式方法;社会组织要积极加强自身建设,在创新社会治理中积极发挥重要作用。应加快社会组织法律法规制定修改完善工作。在法律修改完善过程中,应注意突出以下几方面问题:坚持直接登记和双重管理有机统一;深化社会组织登记制度改革;创设备案制度;完善社会组织法人治理结构;建立科学统一、有机协调的监管机制;完善税收优惠政策。
