中国古代制度多变,军师名号亦然。军师本指国家军队,后来逐渐衍变出军事参谋者和监军两个新含义。军师走向制度化出现在东汉末年,由曹操为揽人才而设,在曹操封魏公建国之后,出任军师相关职务者纷纷转任魏国臣僚,为曹魏代汉奠定了坚实的人才基础和社会基础。曹魏建国后,军师制度在军事系统继续存在,魏明帝时期,由于皇帝自身和诸顾命大臣之间的复杂关系,皇帝赋予了军师监军职能。曹魏后期,司马氏逐步攫取曹魏权力,在这个过程中强化了军师的监军职能,以达到控制各方镇将的目的,最终使军师衍生出了监军的含义。
