生态环境的经济价值评估能够为生态环境保护提供有力支撑。作者介绍了国际上较为常用的几种经济价值评估方法及其相关应用,包括预防性支出法和替代成本法两种市场价值评估方法,意愿调查法、选择实验法、特征价格法和旅行成本法四种非市场价值评估方法,以及经常被忽略的级差地租理论在该领域的应用。尽管这些方法应用广泛,但还有许多需要注意之处。目前,国内关于城市和近郊生态环境经济价值评估的研究还非常稀缺。对于我国正在尝试的自然资源资产负债表编制而言,只有全国或某个较大区域的生态环境的总经济价值才有意义。将经济价值评估方法应用到这些问题的分析之中,能产生许多有价值的研究成果。国外主流的价值评估方法与马克思主义级差地租理论相结合有助于进行生态环境的总经济价值评估。
The economic value assessment of the ecological environment can provide strong support for the ecological environment protection. The author introduces several commonly used international economic valuation methods and their related applications, including two methods of market value assessment, such as preventive expenditure method and alternative cost method, willingness survey, selective experiment, characteristic price and travel cost Four non-market valuation methods, as well as the often overlooked theory of differential rent in this area. Although these methods are widely used, there are many caveats. At present, the domestic research on the economic value assessment of urban and suburban ecological environment is still scarce. For the balance sheet preparation of natural resources that China is trying, only the total economic value of the ecological environment in a country or a larger area makes sense. The application of economic valuation methods to the analysis of these problems can produce many valuable research results. The combination of the mainstream foreign value assessment method and the Marxist differential rent theory helps to assess the overall economic value of the environment.
