我国党和国家机关公文处理工作的终极目标是规范化、科学化、制度化。为确保这一目标的实现,中共中央办公厅1996年5月3日印发了《中国共产党机关公文处理条例》(以下简称“党的机关《条例》”)。一些省、市、自治区党委办公厅还结合本地实际制定了实施细则,如江苏省委办公厅1997年10月28日印发了《江苏省党的机关实施<中国共产党机关公文处理条例>的细则(试行)》。除最高人民检察院以外的国家机构的最高领导机关,也先后发布过各自的机关公文处理条例或办法,它们是:全国人大常委会办公厅2000年11月15日印发的《人大机关公文处理办法》(以下简称“人大《办法》”)、国务院2000年8月24日发布的《国家行
The ultimate goal of the official documents processing work of the party and state organs in our country is to be standardized, scientific and institutionalized.
