以“四三方案”资金引进建设的陡河电厂,经受住政治动荡、大地震和人员匮乏的轮番冲击,既是时代的标签,也是行业的标杆。上世纪70年代,由于京津唐地区缺电严重,导致许多老企业不能正常生产,缺电成为了当时阻碍国民经济发展的突出问题。为加快经济建设步伐,满足“四五”计划经济期间的用电需求,“四三方案”引进国外设备建设的三个大型发电站全部位于华北地区。
The Douhe Power Plant, which was built with the “Four-or-three Plan” funds, was not only the label of the times but also the benchmark of the industry, withstanding the turbulence caused by political turmoil, earthquakes and lack of personnel. In the 1970s, due to the serious power shortage in the Beijing-Tianjin-Tangshan area, many old enterprises were unable to produce normal electricity. As a result, power shortage became a prominent issue that hindered the development of the national economy at that time. In order to speed up the pace of economic construction and meet the electricity demand during the “April-May Planned Economy,” all three large-scale power stations built with foreign equipment are all located in North China.
