2011年,上海市教委推出了中小学学业质量绿色指标,以期改变主要以学生学业成绩评价教育质量的弊端。项目组以中小学学业质量绿色指标为评价体系分别于2011、2012、2014年对上海市17个区县的学校及老师开展了三轮学业质量综合评价实践调查。调查采用学科测试和问卷调查相结合的方式展开。调查表明:学生学业水平达标度处于较高水平;学生学业成绩的均衡度比较高;小学生课业负担有所好转但减负依然任重道远;学生学习内驱力明显增强,对学校认同度不断提升;学生品德意识较强,体质健康达标率有所提升;教师校长的专业素养有所提高,师生关系得到改善。项目组据此提出了关于区域教育质量调查、提高评价工作水平、增强评价结果运用等建议。
In 2011, Shanghai Education Commission launched the green indicator of academic quality of primary and secondary schools in order to change the shortcomings of assessing the quality of education based mainly on the academic performance of students. The project team conducted a survey on three rounds of comprehensive assessment of academic quality in schools, schools and teachers in 17 districts and counties in Shanghai in 2011, 2012 and 2014 based on the academic quality green indicators of primary and secondary schools respectively. The survey uses a combination of subject testing and questionnaire survey. The survey shows that the academic standard of students is at a high level, the academic balance of students is relatively balanced, the schoolwork burden of primary school students improves but the burden of reduction is still a long way to go. Students’ learning drive is obviously enhanced, their recognition of the school is constantly improving, Consciousness is stronger and the compliance rate of constitutional health is improved. The professionalism of teachers’ principals has been raised and the relationship between teachers and students has been improved. Therefore, the project team put forward some suggestions on the survey of the quality of regional education, improvement of evaluation work and application of evaluation results.
