当前,我国各行各业部在学习十六大精神,贯彻《中共中央关于完善社会主义市场经济体制的若干问题的决定》。电力行业也不例外。电力体制改革方案不断深入实施,电力集团公司竞相资产重组、企业再造,电力工业发展和电力企业改革进入公司化改组、商业化运营、法律化管理、实质化运作的新阶段。电力集团公司资产重组、企业再造的同时也要考虑以建立现代企业制度、实施股份制改造、上市融资,转变经营机制、优化组织结构、精简管理层次、深化企业内部改革、建立企业激励与约束机制等为中心内容的经营管理方略的策划、设计与实施问题。显然,公司经营管理与公司资产管理相辅相承、相得益彰、密不可分。
