我公司现有76个矿务局(矿),分布于17个省(区、市)。1986年以来,连续四年安全生产创历史最好水平。百万吨死亡率逐年下降,1987年比1986年下降14％;1988年较1987年下降6.55％;1989年较1988年下降20.10％。归纳起来,主要抓了以下工作。 1.坚持安全目标管理,实现全员、全过程安全质量管理近几年来,煤炭工业系统推行了多种形式的逐级承包责任制,加快了生产节奏,强化了生产,给煤矿企业的安全管理带来了新问题。我公司所属各省(区)煤炭公司(厅)、矿务局(矿),不断探索和完善安全生产管理,把“安全第一,预防为主”的方针落到了实处。具体作法,一是认真贯彻落实安全目标管理责任制,将安全责任和指标层层分解,各级、各部门都实现了安全目
