七月二日,由财政部财政科学研究所“集体经济制度变革研究”课题组负责人周放生同志牵头在中华全国手工业合作总社会议室组织召开了“集体经济制度变革研究”课题研究报告征求意见座谈会。座谈会主要围绕着研究报告中集体经济概念的产生和发展、形成的历史过程、目前存在的问题和集体经济制度的认识及政策建议展开深入的研讨。涉及到的主要问题有:中国集体经济产生的历史背景、历史地位、作用;集体经济的实现形式;联社的定位及以后发展趋向;联社资产的处置;联社是出资人,同时又是服务者,两者之间的关系;联社与企业之间的产权关系;集体企业的改革成本由谁来承担?等等。
On July 2, Comrade Zhou Fangsheng, head of the research group of “Research on the Reform of Collective Economic Institutions” of the Institute of Financial Sciences of the Ministry of Finance, took the lead in organizing a study report on the subject of “Research on the Reform of Collective Economic Institutions” in the General Conference Room of China’s Handicraft Industry Cooperation Opinion forum. The symposium mainly discussed the emergence and development of the concept of collective economy in the research report, the historical process of its formation, the existing problems and the understanding of the collective economic system and policy recommendations. The main issues involved are: the historical background, historical status and role of China’s collective economy; the realization form of the collective economy; the positioning and future development of the Associated Press; the disposal of Associated Assets; the association is a contributor and Service providers, the relationship between the two; Associated Press and the relationship between the property rights of enterprises; who the collective enterprise reform costs borne? And so on.
