目的了解福建省区(县)级健康教育机构的资源配置现状,为强化机构资源配制,推动相关政策出台提供参考。方法用2009年度统计报表为数据来源,对全省健康教育机构资源配置情况进行描述性分析。结果全省区(县)级健康教育机构呈多头管理,专职健康教育人员缺乏,85个区(县)级机构专职人员只有94人,且素质较低,最高学历本科仅占21.3%;常规经费不足,有65家机构没有健康教育财政经费(76.5%),设备配备不全,有42个机构没有专用电脑(49.4%),工作无法正常运行。结论福建省区(县)级健康教育机构专业人员、经费投入及物资不足影响工作开展,应加大投入,加快人才培养,增加设备,推动健康教育发展。
Objective To understand the status quo of resource allocation of health education institutions in districts and counties of Fujian Province and provide references for strengthening institutional resource allocation and promoting the introduction of relevant policies. Methods 2009 annual statistical reports as a data source, the province’s health education institutions to carry out a descriptive analysis of resource allocation. Results The health education institutions at the district (county) level in the whole province were long managed and lack of full-time health education staff. There were only 94 full-time staff in 85 districts (counties) and institutions with lower quality and only 21.3% with the highest degree of undergraduate education. Inadequate, there are 65 institutions without health education financial funds (76.5%), equipment is not fully equipped, there are 42 institutions do not have a dedicated computer (49.4%), the work can not be normal operation. Conclusion Specialists in health education institutions in districts and counties of Fujian Province, with insufficient funds and supplies, should increase their input, speed up personnel training, increase equipment and promote the development of health education.
