我区现有街道党工委11个,社区党支部96个,党员3000余名。2003年区委以及社区党支部换届以来,各级党组织不断创新工作方式方法,积极探索社区党建的新路子,领导体制逐步完善,工作格局逐渐形成,工作覆盖面不断拓宽,领导班子和干部队伍建设不断加强,社区党建工作呈现较好的发展态势。但是,也存在一些差距和不足,主要有以下几个方面:一是对社区党建的认识程度还有待于进一步提高。个别街道负责同志还没有把社区党建放到巩固党的执政基础,维护社会稳定,保证社区事业健康发展的高度去认识。二是街道社区党组织的领导核心地位需要进一步强化。虽然一些街道社区在实际工作中加强了同社区各单位的横向交流与合作,建立了社区党建联席会制度,但是党建联席会缺乏权威性,街道的工作方式还没有完全从封闭式的行政化管理模式向协调、指导、服务的开放式方式转变,条块结合的网络化组织方式还没有完全形成。三是在职、流动党员管理仍然
