通过对中国科学院自然科学学术期刊进入SCI的数量、影响因子、被引频次、获国家自然科学基金资助比例等6项指标的分析表明:中国科学院科技期刊目前似不能完全代表我国自然科学学术期刊的最高水平,主要原因在于对“科技期刊是知识创新工程的一个组成部分”的认识不到位,对期刊编辑人力资源的管理不够重视。自1997年中国科学院试行国家创新工程引入SCI评价指标系统后,国内大量高水平研究成果外流于国外SCI源期刊发表,导致中国科学院学术期刊的报道没有充分反映中国科学院知识创新工程的成果,不能完全反映中国最高学术研究水平,使得期刊的发展滞后于中国科学院科学研究的发展。文章在参考众多研究中国科学院科技期刊发展问题文献的基础上,对中国科学院科技期刊发展提出了建议。

On the basis of many references on the development of sci-tech periodicals in Chinese Academy of Sciences, the article puts forward suggestions on the development of sci-tech periodicals in Chinese Academy of Sciences.
