《广州市基础教育学生学业质量监测体系实施方案》中提到,建构我市中小学生学业质量监测体系要正确认识和处理好四个关系。其中处理好“关注学生个体差异发展评价与反映区域学习质量的目标参照评价的关系”颇有挑战性。
