制度是组织建设与管理过程中所制定的行为准则、操作标准、管理规范的总称,是组织构成的重要因素。没有制度便难以形成正确的工作关系和工作秩序。法国著名管理学家法约尔曾在其管理的十四原则中论述过这一点,德国著名管理学家马克斯·韦伯更注重权力责任制度的建立。以后的许多管理学者也在其研究与对实践的观察中认识到这一点,并将其提升到理论角度加以论证。
