水资源是人类最重要的自然资源之一,是社会经济赖以生存和发展的基本条件。上海市在向现代化国际大都市迈进的过程中,水的问题已越来越成为上海市社会经济可持续发展的制约因素,特别是近年来黄浦江高潮位呈趋势性抬升,而河道水质呈逐年下降趋势,本市防汛形势和水环境质量不容乐观。上海市水务局的成立为“一龙管水”创造了良好的条件,但由于长期以来形成的“九龙治水”格局,导致管理交叉,“家底”不清,给本市水资源的开发、利用和管理造成了很大的困难。为此上海市政府决定在全市范围内开展水资源的普查工作。但如何开展水资源的普查工作,特别是普查如何适应上海市在水资
