中央政府十分重视区域协调发展,相继推行一系列协调区域发展的战略措施,其中包含业已实施多年的有中国特色对口支援。实践证明,对口支援等区域开发战略有力促进了区域协调发展,但尚存不尽如人意之处。究其原因,主要在于其未能制度化和规范化,特别是未能按照法制化的途径改造为有中国特色的横向转移支付制度。
The Central Government attaches great importance to the coordinated development of the region and has successively implemented a series of strategic measures to coordinate regional development, including the one that has been implemented for many years with Chinese characteristics. Practice shows that the strategy of regional development such as counterpart assistance has effectively promoted the coordinated development of the region, but there are still some unsatisfactory things. The main reason is that it failed to institutionalize and standardize, especially failed to transform into a system of horizontal transfer payment with Chinese characteristics in accordance with the legal system.
