药品是一种用于预防、治疗、诊断人的疾病,调节人体生理机能的特殊商品,它规定有适应症、用法和用量。药品从管理上分为处方药和非处方药两类。处方药必须凭医师处方才可调配、购买和使用;非处方药是可自行判断、购买和使用的药品,用于治疗容易自我诊断、自我治疗的常见轻微疾病。在国外又称之为“可在柜台上买到的药物”(Over The Counter),简称OTC。处方药和非处方药不是药品本质的属性,而是管理上的界定。无论是处方药还是非处方药,都是经过国家药品监督管理部门批准的,其安全性和有效性都有保障。实行处方药与非处方药分类管理,其目的是为了有效地加强对处方药的监督管理,防止消费者因自我行为不当导致滥用药物而危及健康。另一方面,通过规范对非处方药的管理,引导消费者科学、合理地进行自我保健,方便广大群众一些小病可以就近购药及时用药。非处方药中又分为甲乙两类,安全性更高的一些药品划为乙类,乙类非处方药还可在超市、宾馆、百货商店等处销售。每个药品一般有二个标准名称,一是国家药典委员会规定的通用名,另一个是它的化学名。如阿司匹林(Aspirin)为通用
