精神卫生工作关乎社会的稳定与发展,精神病防治康复工作是残疾人康复工作中的一项重要内容。2004年10月,国务院批转了卫生部、中国残联等七部门共同出台的《关于进一步加强精神卫生工作的指导意见》,对加强精神卫生工作提出了新的政策要求。与此同时,国家彩票公益金残疾人康复项目中贫困精神病人免费服药项目也已经开始实施。重庆市残联受市政府委托,在这样的大背景下对该市的精神病防治康复工作进行了深入调研,并写出翔实、生动的调查报告,提交政府。我们感谢重庆市政府对精神卫生工作和残疾人康复工作的重视与支持,也对该市残联深入基层、了解残疾人特别是贫困残疾人康复需求的求真务实工作作风表示赞赏。毛泽东同志曾经说过,没有调查研究,就没有发言权。要做好残疾人工作,就必须深入基层,了解残疾人的实际生活状况,准确掌握他们的需求,代表他们向政府建议、向社会呼吁,并为他们提供服务——这是各级残联的职责。现将这篇调查报告刊发,以为示范,以飨读者,并提请有关人士对精神病防治康复工作的关注和支持。
Mental health work is related to the stability and development of society. Psychiatric rehabilitation is an important part of rehabilitation work for people with disabilities. In October 2004, the State Council approved the “Guidance Opinions on Further Strengthening Mental Health Work” jointly issued by the Ministry of Health and the China Disabled Persons Federation and other seven departments, and proposed new policy requirements for strengthening mental health work. At the same time, the free drug treatment project for poor mental patients in the National Lottery Public Welfare Fund’s Rehabilitation Project for Disabled Persons has also begun. Chongqing Zhulian was entrusted by the municipal government. Under this background, the city’s psychiatric prevention and rehabilitation work was thoroughly investigated and an informative, lively investigation report was written and submitted to the government. We are grateful to the Chongqing Municipal Government for its attention and support to mental health work and rehabilitation work for disabled people. We also appreciate the fact that the City Disabled Persons Federation has gone deep into the grassroots and understands the need for practical and pragmatic work for people with disabilities, especially for disabled people with disabilities. Comrade Mao Zedong once said that without investigation and research, there is no right to speak. To do a good job for the handicapped, we must go deep into the grassroots, understand the actual living conditions of the handicapped, accurately grasp their needs, represent them to the government, make appeals to the community, and provide services for them. This is the status of the disabled couplets at all levels. Responsibility. The investigation report is now published as a demonstration to readers and to draw attention and support from the relevant persons for the prevention and treatment of mental illness.
