十大海湾像蓝宝石,镶嵌在500公里的海岸线上;万只白天鹅如流云散罩在黄金海岸。在山东半岛最东端的荣成市,人们热爱自然,保护大海,营造了一个现代、美丽、舒适的生态环境,建起了蓝天碧海相映、绿地花木相依的滨海“花鸟城”。农民给市人大送“金匾”荣成市造纸厂原是一个污染大户。尽管它在全国造纸行业50强中居第19位,是荣成市的利税大户,但麦浆车间造成的污染使崖头镇沿海蚊蝇孳生、恶臭难闻,浅海鱼虾绝迹。这是荣成市人民代表大会的重要议题,成为人们关注的焦点。1994年初,中共荣成市委、市人大、市政府以人民的利益为重,顺应群众的呼声,果断决策:关停造纸厂!800多名职工需要安置,1200多万元的利税化为乌有。
