一、麻醉药品管理的政策与任务政策:依法管理,既要保证医疗、科研和教学上的正当需要,又要防止非法生产、销售和使用,以免滥用,危害人民健康。当前存在的问题,医疗使用上限制过多,影响医疗需用,而一些人滥用成瘾并仍在发展,麻醉药品被偷盗现象层出不穷。客观形势提出新的任务: (一)制定医疗使用指导原则,倡导正确、合理使用,发展新品种,改进供应办法,满足医疗需要;(二)健全法制,加强禁毒工作,戒除药物滥用者;(三)开展宣传教育;(四)加强药物依赖的科学研究。
I. Policies and Task Policies for Narcotic Drugs Management: Management by law requires not only ensuring the legitimate needs of medical care, scientific research and teaching, but also preventing illegal production, sales and use so as to prevent abuse and jeopardize people’s health. The current problems, the excessive use of medical services, the impact on medical needs, the abuse of addiction and the ongoing development of some people, the phenomenon of theft of narcotic drugs are endless. The objective situation puts forward new tasks: (1) formulating guiding principles for medical use, advocating correct and rational use, developing new varieties, improving supply methods and meeting medical needs; (2) improving the legal system and strengthening anti-drug work so as to eliminate drug abusers; C) carry out publicity and education; and (iv) strengthen scientific research on drug dependence.
