多年来,乡、镇卫生院的发展一直比较缓慢,与农民群众日益增长的医疗保健要求不相适应,与农村的两个文明建设不相适应,与实现“2000年人人享有卫生保健”的战略目标不相适应。特别是近几年来,部分乡镇卫生院处于停滞甚至萎缩状态,与农村经济的蓬勃发展形成反差。就南通市的情况而言,经随机抽查两所省、市级医院,6所县级医院,12所中心卫生院,30所乡镇卫生院,1989年与1985年相比,前三者床位分别增加9.5%、5.4%和16.6%,而乡镇卫生院却减少了2.9%,固定资产前三者分别增加了71.3%、
