该课题通过文献梳理,将综合研究与个案剖析相结合,文献分析与实践案例剖析相结合,实证研究与比较分析相结合,对与行业职业资格和国际职业资格标准相衔接的应用型人才专业建设进行了研究。研究认为,职业资格证书制度作为人才市场准入的重要措施,正越来越受到世界各国的重视和采纳,而作为职业资格证书重要内容的标准是高等教育应用型人才培养专业建设的一个重要方面。随着市场经济体制的逐步确立,人才配置中市场化要素的作用日益显现,要求建立诸如职业资格等专业标准和规则,并在发展过程中逐步加以规范,为人才的市场化流动和配置提供制度支撑和保障。研究建议,要打破部门和领域分割,开展跨部门课题研究,就职业资格标准与应用型人才培养的专业建设开展试点研究和改革探索,积累经验,推广拓展。充分发挥专业认证对应用型人才培养的专业机制建设作用,在与国际职业标准接轨、资格互认等制度层面,加强实践探索和国际对话交流。
