[Background Materials] In August 2005, Premier Wen Jiabao of the State Council presided over a forum to promote the rise of the central region in Changsha to study the basic ideas and policies and measures for promoting the rise of the central region. In March 2006, Premier Wen Jiabao’s “Government Work Report” clearly stated the strategic decision of “Rise of Central China” and pointed out: “Actively promote the rise of the central region. We must strengthen the construction of commodity grain bases in modern agriculture, especially in major grain-producing areas, and strengthen energy and importance. The construction of raw material bases will strengthen the modern comprehensive transportation system, modern circulation system and modern market system."[Introduction to Central China] 1. Central China mainly refers to six provinces including Shanxi, Anhui, Jiangxi, Henan, Hubei, and Hunan. 2. The Central Region is the cradle of Chinese culture and is also China
