治安调解是公安机关重要的工作内容之一,工作的效果影响着公安机关的公信力和政府权威,也关系着社会治安的和谐稳定。在治安调解的实践工作中,确实存在着调解异化和调解弱化的现象,而规范化是应对的最佳选择。规范化的具体路径包括严控调解范围、遵守调解程序、引入其他社会调解主体、完善调解卷宗、深入开展回访制度这五个方面。
The mediation of public order is one of the important tasks of public security organs. The effectiveness of the work affects the credibility of the public security organs and the authority of the government as well as the harmonious and stable social order. In the practice of law and order mediation, there is indeed a phenomenon of mediation dissimilation and mediation weakening, and standardization is the best response. Specific ways of standardization include strict control over the scope of conciliation, compliance with conciliation procedures, the introduction of other social mediators, the improvement of the dossier, and a thorough review of the five aspects of the system.
