本文详尽地考察了清代南京的水患治理状况。研究表明,由于经费的不足,同治以前的南京水患治理,始终未能全面修复水利体系存在的诸多隐患,不仅牺牲了城外人口和财产的安全,又无法达到保全城市的目的。太平天国战争后,地方政府掌握了较为充裕的资金,一度开始从事比较系统的治水活动,但很快又告中止。清代南京水患治理工作中长期存在的不足,应该也是导致水患多发不可忽视的重要原因之一。
This article examines in detail the status of flood control in Nanjing in the Qing Dynasty. The research shows that due to insufficient funds, the flood control in Nanjing before Tongzhi never failed to fully repair many hidden dangers existing in the water conservancy system, not only sacrificing the safety of population and property outside the city, but also failing to achieve the goal of preserving the city. After the Taiping Rebellion, the local government got ample capital and once began to engage in more systematic flood control activities. However, it soon ceased. The shortage of middle and long term flood control work in Nanjing during the Qing dynasty should also be one of the important causes that can lead to multiple flooding.
