于1991年11月卸任的美航宇局(NASA)副局长J·汤普森,最近在抓总有关NASA的计划管理和各空间中心任务中的改革方案,从整体上谋求增强各空间中心所起的作用。NASA局长特鲁利对此改革方案作出了评价,打算实施其中的一部分内容。建议的内容如下: 计划管理当现有计划超过NASA或国会规定的支出范围时,有必要作出确保迅速中止的安排。此外,计划开始前,需要充分研讨的有:①技术条件是否成熟;②计划有没有真正的必要性。
J Thompson, NASA’s deputy director, who took office in November 1991, recently sought to enhance the program of the NASA’s program management and space center mission reform programs as a whole to enhance the space center effect. NASAR Director Trulli made a comment on the reform plan and intends to implement some of them. The recommendations are as follows: Program Management Arrangements to ensure a prompt suspension are necessary when the existing plan exceeds the expenses prescribed by NASA or the National Assembly. In addition, before the start of the project, it needs to be thoroughly researched: ① whether the technical conditions are ripe; ② there is no real necessity for the plan.
