国际气候变化谈判涉及政治、经济、社会与技术等方方面面。由于林业在应对气候变化中的特殊地位,涉林议题如土地利用、土地利用变化与林业(LULUCF)、减少发展中国家毁林排放(REDD)等已成为谈判的重点和热点。文章回顾了国际气候变化谈判的最新进展特别是林业议题的谈判进展,阐述了我国在应对气候变化中的基本立场与政策以及我国林业部门在应对气候变化中的努力与成效,最后就林业议题谈判可能涉及的具体问题提出了对案建议。
International climate change negotiations involve political, economic, social and technical aspects. Due to the special role of forestry in addressing climate change, the issues of forest-related issues such as land use, land use change and forestry (LULUCF) and reducing emissions from deforestation in developing countries (REDD) have become the focus and hotspot of negotiations. The article reviews the latest progress of the international climate change negotiations, especially the progress of the negotiations on the forestry issue, elaborates our country’s basic stance and policies in tackling climate change and the efforts and achievements made by our country’s forestry sector in tackling climate change.
