1993年秋季,国家教委中小学教材审查委员会审查通过的《九年义务教育全日制小学语文教学大纲(试用)》正式在全国实施。据此编写的几套九年义务教育全日制小学语文课本也陆续推出试用。这是我国小学语文界的一件大事。笔者曾于1992年10月参加国家教委基教司委托陕西省教科所和人民教育出版社主办的九年义务教育中语小语教学大纲研讨会,亲耳聆听中语、小语大纲审查委员会的报告,且参加了九年义务教育小学(内地版)语文教材的编写,愿在此将自己学习这部大纲的粗浅体会谈一谈,以就教于同行。新大纲有三个鲜明的特点:1.适应性。这部大纲是在《中华人民共和国义务教育法》颁布之后诞生的。它着眼于提高民族素质,体现了九年义务教育的性质和任务。

The new outline has three distinct characteristics: 1. Adaptability. This outline was born after the promulgation of the Compulsory Education Law of the People's Republic of China. It aims to improve national qualities and embodies the nature and tasks of nine-year compulsory education.
