Starting from the moment of victory in 1997, what Blair has been emboldened is the history of failure in the past and is determined not to repeat that failure. This made him more cautious, and this caution made him confused. He acknowledged that the first phase of the new Labor administration should ensure that voters will not make the same mistakes that were made in the past: unions no longer have special support; no longer have old-fashioned taxes and spending; and businesses will be welcomed as partners .
